Dell laptop not starting

Hello,
My dell laptop is not starting. before it i shut down normally, but when i open it its not startling bettry is OK, it also charging properly. showing charging light. what to do go to shop or i can do my self??? pleases help me .

Try this

1. Remove the battery and cable.

2. Press and hold the power button for 58 seconds.

3. Replug and start.
