Hey there, Harsh Chouhan.
When you open Disk Management, do you even see the USB flash drive there? If "yes" this is a good thing. The option is not visible right away (like a button or anything like that). You should select the USB flash drive's partition. If it has been formatted it should have a blue border and when you click on it with the right-mouse button you should see the option "Format". If the border is black (this means that there's no file system) you'll see the "new simple volume" option when you click with the right-mouse button. For both options just follow the instructions on-screen and you'd format the USB flash drive.
If that doesn't work you could try formatting the pen drive by using one of the formatting tools/utilities, which some of the manufacturers offer for their memory cards and USB flash drives.
