Hey there, Thet Nandar.
Do you hear the humming sound a drive makes when it spins-up, can you feel it vibrate? Do you need to recover data from that HDD?
If it's a portable drive (2.5") you shouldn't need external power and the USB port should be able to provide enough for the HDD to spin up. I'd recommend that you try the drive with a different USB cable (preferably shorter than 12") and a different computer, to see if the same problem occurs.
I'd suggest that you check Disk Management to see if the drive is recognized there and if it is, please post a screenshot of what you see about the HDD and its partitions.
