How do I change the drive letter?

Im a little confused by your post. Do you want to change the drive letter of a partition on your internal drive, or an external drive?
The picture you show has no external drives plugged in - either that or the machine cannot see an external drive. The partitions you see in the picture are hidden partitions and should stay hidden to avoid an accidental overwrite in the recovery section of your machine. The exception to this is the C:\ drive which you will see when you open Windows Explorer.
To get the external drive to work you should first plug it in (usually to a USB socket) making sure it has power (if this is not provided by a second USB connection).
If you have already done this, then you need to try the drive in another computer to ensure it works. If it is working, then go to the external drives manufacturers web site and see if they have drivers for Windows 10 for your particular model of drive. You will then need to install the drivers before you can use the drive.
