My TOSHOBA Satellite A200 Hangs up

My TOSHIBA Satellite A200 Hangs up When ever I try to start.After multiple attempt ( off-on ) it starts but hangs up while running. I Tried to start by plugging with power without battery but same problem exists. My battery is not charging and showing 25% charging and there is Zero battery back up.
Please suggest me what should I do to resolve the problem.The lap top was purchased before 7 years.

7 years is way past the optimum life span of a laptop. At this point I suggest you replace it.
