Hi C.K.,
When the drive appears in Disk Management, does it have a drive letter and a proper file format? Do you have valuable data on the drive? I strongly recommend you to try the device with another USB cable and while booting in Safe Mode.
If the drive appears in Disk Management with a drive letter, use the chkdsk D: /f command from the Command Prompt, replacing D with the drive’s letter. Sadly, it is possible that the drive is failed or is about to fail. Sometimes Linux shows better results opening devices in similar conditions. If the drive is fully accessible in Linux, I strongly recommend you to backup all information. Download the data manufacturer’s diagnostics tool and check the drive’s condition. Let me know if there is any progress.

Before re-installing windows go to your bios.
Select load optimal defaults, then look for the hdd controller options set it to ACHI.
Save and exit
Then proceed to install windows.
Select load optimal defaults, then look for the hdd controller options set it to ACHI.
