How to disable Windows SmartScreen

Hello,
I want to disable Windows SmartScreen when I run my program setup (ShixxNOTE 6.net program). Is there any way to do this? I don't want user to disable UAC and then enable that is stupid.

You must get your programme certified by Microsoft, hence you must contact Microsoft.

Do you mean "Windows App Cert Kit" tool ? I started it on my setup and I have some warnings but setup and my program install and uninstall passed. What do I have to do now ? Do you please have some link ..
