not able access gmail sign in pagerClosed

Question

Hello, 
all of a sudden my gmail will not open onmy computer.  i can get it through the cell phone but when trying to follow instructions to "turn on cookies "  I do not find on the gogle menu page - the instruction to  select "settings". therefore I cannot follow directions given and NO OTHER SOURCE OF DIRECTION.   HELP
