OK, so have you treid the battey trick? Have you removed the battery, taken apart the AC adaptor into two pieces, and held down the power button for 60 seconds? If you have tried that, then put the battery back in, the ac adapter back together, plug it into the wall and try again!
Take it to a qualified technician then!
By the way, that is a netbook, not a laptop. The difference is the size of the case, and HDD! I have seen so many netbooks fail out of the box, or within 30 days it isn't funny! Take it back if you can! Get a real laptop!
