How to format a write protected pen drive

1.How to format a write protected pen drive? Tried the Regedit system but the value was already set to 0 and so the outcome was the same.
2.Another pen drive after formatting shows the message that windows couldn't format the drive. Tried the regedit didn't solve the problem.

If you have other flash drives that work OK then the Registry change will not solve anything.

It's probable that the drives have failed and need to be replaced.
