Hi Audree,
If it is a new laptop, you should call the seller and use warranty. If the PC does not turn on, you may be facing a power port problem or a motherboard issue. Those should be covered by seller and if you try to open the laptop and try to fix it by yourself may void warranty. I would recommend you to test the laptop with another power cable.
Usually, when the PC cannot start, it would be helpful to disconnect power cable and battery and hold the power button for 20 seconds. Unfortunately, if you cannot remove battery, this method may not be effective.
