Recovery email a different yahoo account or same recovery email

i set up a yahoo email account for my son. . the recovery email is either my yahoo account or the same recovery email account as my yahoo account. ex: enter his account and click forgot password then enter my yahoo email. it tries to recover mine. enter his yahoo email and forget password then enter the non-yahoo recovery email, and it tries to recover my email. at this point, he is locked out for 12 hours. we also think his account was deactivated, but test emails have not been undeliverable ... but if you enter his email on the recovery page, it states " we dont recognize ..."
