Is the keyboard really locked or has the OS or hardware crashed?

Yes the keyboard is locked NOT crached as the mouse is working and the touch screen keyboard is also working.

can you test using an external USB keyboard?

Hi I have tested it with an external wireless keyboard- and that works.
Any new good suggestions how to solve?

It appears that the keyboard is broken and needs to be replaced.
