PSU delivering too much voltage?

Hello,
I think I have a problem with my PSU delivering to much voltage to my other hardware. It is a new build that I have not been able to boot once. It powers up the mobo but does not boot, there is no response from the BIOS and the fans on my chassis don't work either. I would really appreciate any help with this because I have been scratching my head for 3 months now.
Here are my specs:
PSU - EVGA supernova 850w
ASUS Z170 deluxe mobo
GTX 1080
Intel core i7-6700k
Corsair vengeance DDR4 16G RAM
ASUS STX soundcard II
Corsair H115i CPU cooler

If you suspect a defective power supply then the only solution is physical replacement.
