Scanreg is not an xp dos command. this was not implemented for XP.
you could try running chkdsk c: in dos box (Press the windows key and the R button at the same time. type cmd in the run box. press enter.
type chkdsk c:
it will run a check on your hard drive. (read only mode) If any errors are found it will tell you that it can not continue in read only mode.
You should then type chkdsk c: /x
this will thro up a message
'the type of file is ntfs.
cannot lock current drive.
chkdsk cannot run because the volume is in use by another process. Would you like to schedule this volume to be checked the next time the system restarts? (y/n)
you type in Y.
The next time you reboot the system the computer will begin a chkdsk of drive C:. let this run through, do not interrupt it.
this may fix the error you are talking about.
