Could you please give us more details about this reboot situation? Is the PC constantly rebooting without displaying anything or screen or you can see some loading screens? You may try to reset the PC but you will lose the stored information. If you have valuable data on the drive, I suggest you to back it up. Since you cannot boot, you may need to remove the drive and connect in another PC. If the laptop is under warranty, contact the seller.
The system recovery menu should be accessible if you shut down the PC, plug the power cable and hold the 0 key while pressing the power button.
