Desktop icons start menu icons changed to internet explorer

Hello,

I have a big problem I downloaded a language translator software but it did not worked properly so I deleted it . After that I am having a huge problem my all desktop icons and start menu icons are changed in internet explorer. I tried fixing it through run command but here also open and save downloads box appears then I tried system restore then also open and save download box appears . I am not able to get rid of this problem in anyway . whatever I click I just get open and save download box but I am able to run google from the shortcuts that I made in past If anyone help me in this problem then please let me know on , after getting help from this site I will be the member because now I am in a problem. I have windows 7
