Laptop powers on but the screen is black

So, a few days ago I got the 'Repairing disk errors. This might take over an hour to complete' message. For a couple of hours, it hadn't gone away from that message so someone decided to turn it off.

I believe this may have been a bad decision because now it will not turn on.

Here's what I've found so far:
1.The power button lights up.
2.The CD Drive spins discs
3.The fan turns on.
4. Screen is absolutely black like it's still off.
5. The Hard drive seems to only spin half way and the head doesn't move.

It's Toshiba Satellite C55D-B5310. I've been searching everywhere but if I missed an answer to this question I would appreciate it if someone could direct me to that.

It's possible that your hard disk has FAILED AND NEEDS TO BE REPLACED and a new copy of Windows installed.
