You're wrong, there are some addons for the game on pc, but you have to download them as the game starts. If you have internet connection (and I think so ;)), the game will lend you onto a start page. On the left side, if I remember right, there should be a list, but you can only download things like new cars etc.

i think that the add-ons are available for ps3 only.
you wont get it for pc games.
