Connected to internet but can't browse

Hi, even though this Windows Vista tower is connected to the I can't get on the Internet. It's driving me crazy. I believe I have run all the included programs to find the problem however, I get messages like, you are connected to the Internet, there is no problem, yet I can't open a webpage.
Please help, all answers will be greatly appreciated.

Go to command prompt
In the Black Command Box Type: netsh int ip reset c:\resetlog.txt

Hit Enter Key

Restart the computer and try to log in and browse the Internet.

If the problem persists, continue using these steps.
In command prompt

In Black Command Box Type: netsh winsock reset

Hit Enter Key

Restart Computer
