Power supply fan run so fast and Monitor can't ope

My Computer doesn't open. after few time of click power button it power supply fan run as jeet engine and monitor won't start.
I remove all the parts of my computer and asamble its correctly but can't work it.I uave change the ram but it couldn't start.
what can I do now?

It could be the motherboard or the power supply. It will probably be best if you have a local PC Repair shop take a look at it.
