Call your internet service provider for support
OK, there are some tweeks.
First of all, what size "pipe" do you expect (as Ambucias suggested to look into)?
Then do a speed test on the connection. Speedguide.net will help with a TCIP TEST.
Does the speed match your monthly bill (are you getting what you are paying for)?
If so, then you might need to "adjust the size of the cargo cars!" You do this by downloading from speedguide.net, on the left hand menu, there is a TCCP OPTIMIZER. Download that, and run it AS ADMINISTRATOR.
When you run it, you will see a slider bar that has speeds on it. Move the slider to the speed that you got back from the test. After you slide the bar, click on OPTIMIZE in the Choose settings option. Now click Apply changes.
Reboot.
If you see a change, come back and I will explain what happened!
