have you inadvertantly deleted system files?
you should never go in to the folder structure and delete stuff.
in future, i would recommend using CCleaner to free up space on your computer.
Are you able to get in to the Windows recovery mode? Typically this can be accessed by letting the computer attempt to boot at least 3 times and it should give you the option.
is your computer Windows 10? One thing you could do is download a windows 10 ISO from https://www.microsoft.com/en-gb/software-download/windows10 and burn it to a CD.
Boot to the CD and try and do a System Refresh / Reset if refresh doesnt work.
