My pc has an error

My PC has an error message. All my files got deleted and I'm not able to click the window tab and open the menu setting.

Perhaps you need to do a recovery. on a good pc, Goto microsoft software download, amd get the windows 10 media creation tool. Select create media for another pc. When that is done, plug it into your bad pc, and turn it on, with booting from usb. Choose repair your computer!!
