Hi,
It is not allowed to share videos more than 15 seconds to the story. If the video you're trying to share doesn't exceed this limit, check also its format - it should use the MP4 or MOV format.
If you video meets with the requirements, make sure that the Instagram is up to date and try clearing the cache by going to your phone's Settings > Apps > Instagram > Storage.
If you still can't share the video to the story, uninstall and reinstall Instagram.
