Hello, 

I made a new Instagram profile because my other one was hacked and for some reason I cannot follow back several of my friends or like photos... Any ideas of what I can do?

Hi,

If you've tried to follow all of your friends and like their photos in a short period of time, it is possible that Instagram has restricted your account temporary to prevent spam abuse, as your account is new.

After a few days, your account should be reinstated to normal.

You've Reached the Daily Limit

Depending on how suspicious you appear, you won't be able to follow people, like their posts, send them messages, or leave comments for a certain amount of time. This restriction usually ends after a few hours and up to 48 hours.
