Hi Richard,
First of all, make sure WhatsApp is up to date. If it is, try clearing the app's cache (Android only) and restart your phone. If the issue persists, try using WhatsApp Web to pin your chats.
If you still can't pin your chats even with WhatsApp Web, report the issue to WhatsApp.
