They don't give their customer service number out publicly due to the sheer scale of users they have, as handling that volume of calls would be absolutely unmanageable.
However, you can definitely try to appeal the deactivation through Instagram's Help Center. From your mobile device, go into settings, select Help, then Report a problem, and finally Something isn't working. Describe your problem in detail there. You should get a response back from them, but bear in mind it may take some time.
Also, if you have a Facebook account that's linked to your Instagram handle, try reporting the issue through Facebook, maybe that will get you somewhere quicker.
