Vista explorer.exe doesnt load on startup

Hello,
im running windows vista service pack 1
and every time i startup i have to run explorer.exe
ive even tried making a new account but it did the same thing does anyone know how i can change the registry
so it runs on startup it does open explorer.exe asin the document folder but thats it no icons and no toolbar

hey there,
Run safe mode ( press F8 when computer starts )
Select safe mode
Then Open System Restore by clicking the Start button , clicking All Programs, clicking Accessories, clicking System Tools, and then clicking System Restore. If you are prompted for an administrator password or confirmation, type the password or provide confirmation.
Select a date when your computer last run normally
Click next
Let the process to complete and restart computer
