Battery charged but laptop will not turn on Closed

Question

Hello,
I have a Dell Latitude D620 that only turns on when it's plugged  in. I bought a new battery and adapter works, barely I have to juggle the cord while in the socket  to get a green light.  It  wouldn't go over to battery when unplugged. Could anyone help me with this? 
I have a power led, a can shaped (I assume this means battery) led , a charge led  and a Bluetooth and wireless led.  The power and wireless are the only ones that constantly turn on. (Bluetooth may work never tried)The other 2 rarely come on and if they do they don't stay on.

Is the new battery of the same model of the older one??

If you installed another battery model it won't work properly
