Monitor turns off after load up page

Hello, just got a pc and when i turn it on it goes to the load up page but it looks like its crashed lots of blue lines and dots but the loading up bar is still going across like its loading up then once its finished loads and i expect it to start my monitor turns off but the computer stays on im not very computer savvy so i dnt have a clue wots happening

Dear Sir,

If you are having this kind of problem with your system you will have to format the computer and re-install Windows!!!

Please contact your technician to backup all your files before formatting
