E-mail hacked, unable to access account

Hello,
Hey guy's someone hacked into my email account and now i'm unable to get into my account. I recieved an email that "windows Live Team" needed my info because of the excessive user's and the system being slowed. and NOW i know that i have been scammed. how can i regain my account......

if he has not changed the secret question

please give more information on account type
