When you have downloaded it, please have it downloaded in the proper format. For instance if you have downloaded a picture, open it with Paint program and hence have the problem fixed up. Please provide the format of the files so that we can help you appropriately.

i have the exact same problem, i downloaded firefox setup, i have the shortcut on my home screen but when i click on it to open and setup, it says extracting and then i get that same pop up, as wellas when i try to open up most things ... also if i try to open
control panel>system and maintenance> problem reports and solutions. and click "check for new solutions"
