Keyboard freeze

Hello,
I tried to make a new admin account but as I'm going through the process after the startup it freezes at "select your keyboard" and just stays like that. I can move the mouse around but it does do anything. What does this mean? Help please and is there anyone you can help me step by step?

will i don't know much about Mac computers but i think u should rest set your computer but i doesn't mean reformat but just rest it or unplug ur keryboard or ur keyboard is not good or the wire in the keyboard have problem.
