Discs not working

I'm trying to run certain discs on my pc and they won't load, but other discs do load. For example, I can't play my Halo: Combat Evolved game and my brother's Rosetta Stone disc won't work, but my sister's Sims 3 game works perfectly. What's happening when I put the disc in is the disk drive sounds like it's loading a disc, then it starts making these strange skipping noises and the program isn't there when I check on the computer (only for the software that doesn't work). The discs are totally clean of scratches and they worked on another pc I had, which had Windows XP. This computer has Windows 7, but I'm not sure if that makes a difference.
