Windows start up

after I boot up my computer a small window appears, which is completely surrounded by black. It displays the user login options allong with the password box. Well you see thing is, I dont want this to appear, I want the normal green screen to appear on which you can select user accounts and stuff. this all started happening after someone allegedly "fixed" my CPU.how do change this (its windows by the way). Thanks alot.
