Blue screen froze after power outage

Re: Dell 3100 PC with XP (for son's school work) - new in 2006

I had the computer doing a scan disk (just about done); a man came to door & told my wife the power would be shut down for 10 seconds. (she didn't bother to tell me - I had 3 computers on at the time in the house)

The one with the scan restarted & I discovered the blue screen;

It says it had a problem etc. & gave some instructions to uninstall anti-virus, disc. defrag, backup utility, & check hard drive congig. Also Run CHKDSK /F to check hard drive.

But none of this can be done because it is frozen on the blue screen!!

on restart it does give access to F2 & F12 setup

it then asks to start normal or choose (safe mode, safe mode + networking, safe mode + etc but after them all - blue screen.

hope I can it working again. Any ideas?
