Toshiba l300

Good day I have a Toshiba L300 I want a recovery cd my laptop is stuck on a blue screen saying to reboot shutdown and press F8 but nothing happens how can I get a download to cut directly to a cd/dvd to put in my toshiba, it was running on vista 32 bit how can you help me please.
