Help with formatting

When I'm installing any OS, the computer will just load up the files (blue screen background). Then after loading all the files, it says "The Setup is Starting Windows" then the computer restarts or shuts down, when it supposed to continue to the "format, repair, etc.." screen.

What should I do?

Please give more information on your system,what was the previous os on it?and now installing which os?
