Blank screen

I have a HP mini 110-1012NR and every time I cut it on it stays on a blank screen and a line blinking on the upper left-hand corner of the screen. Is there anyway to fix that or do I turn it in to HP?

like every time i turn the computer on but i took it to my school helpdesk and they said i was missing a boot system or something like that
