Sony vaio battery not charging

Hello,
I have a sony vaio VGN S-150 laptop that is not charging. When It is plugged in the laptop would not run on AC Power. When I turn it on the battery light flashes once or twice and then it dies.
I gave my laptop to EPC (Executive Personal Computer ) repair shop and they said I have a DC power jack broken. They wanted 40 bucks for the jack and 120 bucks for the labor. Forget it. I read service manuals and online tutorials and opened my laptop and got to the DC power jack. To my surprise the DC Power jack was not broken. Any ways , I spend around $25 on jack but no use.
Can any one please tell me what could be the problem. If the battery is the problem why would it not run on AC Power. Is there some thing in the Power management configuration that is stopping it.

Hi there,
There is nothing such as you described and the technician was right its an electronic issue and needs to be fixed,trying to do it yourself may cause damage if not sure and also will be cheaper than actual to get it repaired.

Why can't the battery be charged?
1.The battery has no voltage.
2.The charger has no output electric current.
3.Low charging efficiency due to external cause
Solutions to the problem:
1.Test whether the charger has voltage and output electric current or not.
2.Check if the charger is well contacted with battery.
3.Activate the battery with voltage and current 1.5 times higher than those of the battery. (Use this method only when the battery can't be charged.)
