I am having trouble accessing system restore

Hello,
I have set my system restore point to fat back and I can not access system restore to reset it it says I may not have appropriate permission to access the item. I have tried al of the safe modes with the same results I can not acess add or remove or hardware system nothing that will get me into system restore I need help lol my system is Xp home version

no it has not been hooked to the internet I just rest system restore to the first day of koading xp and it will not let me access system restore or any other program for that matter even in safe more it says I do not have access to it
