Dell computer

Hello,
My dell computer was working just fine a couple days ago but now every time I turn on my computer the screen comes up as the background color but none of my icons will come up and nothing is able to let me click on.
It just comes up as a blank screen.
Nothing has gotten on my laptop and my battery is fully charged and my laptop has not gotten wet or anything.
My password screen will show up and when I type in my password it take a little while for it to come up as my blank green screen.
I mean this is a brand new computer too.
I got it at the end of September and I keep up with all the updates and everything.
So I don't know what to do.
