Windows XP won't start not even in safemode

Hello,

My desktop PC was recently infected by Malware Doctor. Even after running anti-malware programs, I still was infected by MWD. When I turned of the PC for the night, the next day i was unable to start it up.
The PC is a HP and when I start the computer, the HP logo appears, then the little blinking line appears, then...nothing.
If i repeatedly press F8, i can access the Windows Advanced Options Mode (such as booting in safemode or normal mode.)
However, I cannot even boot the PC in safe mode.
It will start displaying various lines and will stop at:
multi(0)disk(0)partition(2)\WINDOWS\System32\DRIVERS\isapnp.sys

Can anyone help me?
(the whole objective is that I just need to be able to get the files off of the PC, the ones that cannot be recovered if we start at factory settings)
