Installing windows xp to new hard drive

Hello,

I installed Windows on a new hard drive to my old Dell Dimension 4700. When the computer restarts I get a message on a light blue screen that set up is continuing. Then the screen changes to a plain light blue screen with a cursor in the middle, and nothing else happens. Does anyone know what's going on here?
