Dell xps200 cpu fan not controlled

Hello,
I have a Dell XPS200. The CPU fan runs, but VERY slowly such that not enough air is pushed thru to help the HDD stay cool. I resorted to an aux fan stuck onto the side.
HOWEVER, it seems like the PWM isn't working since the fan appears to always run at that slow speed. If I pull the PWM lead it runs full on.
Is there a fix for this?

Like maybe replacing a driver xistor or control IC.

Dear Ruggb,

There should be some dusts that is blocking it and not letting it function properly. The CPU hence needs a servicing and it will be wiser to send it to a Computer Repair Shop.
