Inspiron 1545 won't boot past underscore

Hello, I have a dell inspiron 1545 and when i turn it on it has the dell loading screen with the f2 and f12 buttons, then it goes to the screen with an underscore and goes blank and sometimes tries to to do the process over what is wrong with my computer?

Hi there,

Its loading windows,if you have any media in cd drive remove it then restart machine,you can also remove the battery and press the power button draining static current then power on seating back the battery.

can u give me a step by step bc this doesnt work i believe or im not doin somthing right
