oracle assign grant and revoke privileges Solved/Closed

Hello,  

i am working with oracle 9i. I use SQL+ to execute queries of SQL using username Scott and password tiger. 
to implement TCL(transaction contorl language)- grant & revoke. 
How to create users? 

will you pleaze tell me how to assign grant and revoke privileges to users?

but when i tried to execute these queries the error was occured " insufficient privileges".

what is wrong? why these commands are not executing?
