Please help. No taskbar, taskmanager, icons.

Hello,
I started my laptop and to my surprise it had absolutely nothing on it. I have vista and when i do ctrl+alt+del the task manager option has also disappeared. Safe mode changes nothing.
The icons are still missing. I tried the windows key + r but run doesn't open. I tried <winkey>+<r> as well but to no avail.
I would take it to the repair man but he fixes it and puts another virus on it so that can i keep doling out my cash to him. Any help would be greatly appreciated.

Hello,
1) Are your able to get into safe mode without any problem.
2) If you are having problem with the safe mode then check "Safe mode with command prompt" and let me
know if you successfully logged into safe mode with command prompt. Command window should appear.
