Can't access internet explorer

Hello,
A window kept popping up when I was surfing the web saying internet explorer was trying to access the internet? I got annoyed and hit block(also clicked save answer cuz I didn't want it popping up anymore)cuz I figured what the hell im already connected...about 10 seconds passes and I get a blank page saying:internet explorer cannot display the webpage, yet I still have a 100% connection with my network :-(
Im not a comp wiz but I've tried a lot so far..any help please!!??
